June 2025: Amendments to the application
Since submitting a detailed application in November 2024, Croudace has been in ongoing discussions with East Hampshire District Council (EHDC), Hampshire County Council (HCC) Highways officers and other stakeholders to address feedback received during the formal consultation.
As a result of these discussions, we have submitted further amendments to the council which include the following changes:
Housing layout: The layout has been revised to better reflect its edge-of-settlement context, and has been divided into the following character areas.
Northern Edge: The area parallel to Pertuis Avenue includes a mix of housing including a quiet western cul-de-sac (20 homes), a central pedestrian-focused green space with limited vehicle access, and an eastern main road with houses featuring larger gardens and enhanced views. Higher-density housing is set back along the northern boundary, screened by trees and softened by lower-density homes on the outer edges, creating a more appealing and welcoming environment.
Central Area: Homes will front the central spine road and green, with street trees, hedging and integrated parking (garage and car barns for smaller homes) to create an attractive transition for pedestrian and cycle movements across the site.
Green Edge: Larger detached homes will front the open space and woodland, accessed via shared surface driveways enclosed by hedging.
Design improvements - The scheme has evolved in response to officer feedback, with improvements to roof forms, materials, and building lines. Boundary hedging, larger gardens and improved natural surveillance have been integrated throughout, along with materials that better reflect the local context.

Pedestrian and cycle enhancements: The street layout has been revised in accordance with Hampshire County Council policy guidance to prioritise pedestrian-friendly design, including raised speed tables and dedicated pedestrian crossings around the central green.
Access and connectivity: Two access points to the western open space have been added via the northern and southern sides of the central spine road. Pedestrian connectivity is maintained through Pertuis Avenue with enhanced connections eastward towards Alton Town Centre.
Parking: To reduce visual impact, parking near the entrance has been scaled back. Visitor parking is now evenly distributed across the site and meets the Beech Neighbourhood Plan’s higher standard. In total, 294 spaces are proposed – 250 for residents and 44 for residents.
